Description: As established in DEC Commissioner Policy 29 on Environmental Justice and Permitting (CP-29), Potential EJ Areas are 2000 U.S. Census block groups of 250 to 500 households each that, in the 2000 Census, had populations that met or exceeded at least one of the following statistical thresholds:1.At least 51.1% of the population in an urban area reported themselves to be members of minority groups; or2.At least 33.8% of the population in a rural area reported themselves to be members of minority groups; or3.At least 23.59% of the population in an urban or rural area had household incomes below the federal poverty level.Urban and rural designations for census block groups were established by the U.S. Census Bureau. Description: This dataset was created using Census 2000 data to identify Census Tracts in New York with a poverty rate of 20% and an unemployment rate of at least 125% of the New York State average OR a poverty rate of at least double the rate for the county in which the tract is located. The Brownfield Cleanup Program provides benefits for the cleanup and redevelopment of brownfield sites including liability relief and tax credits. Tax credits are provided in four areas; cleanup, redevelopment, real property taxes and for the purchase of environmental insurance. The law directed ESD to designate Environmental Zones (“En-Zones”) in which these tax credits are enhanced. Designation of En-Zones is limited to Eligible Census Tracts with a poverty rate of at least 20% according to the 2000 Census and an unemployment rate of at least 125% of the New York State average (part A eligibility), or a poverty rate of at least double the rate for the county in which the tract is located (part B eligibility).
